It is very important to know what to do in any situation when out of contact with civilization. We have to rely on our Patrol Leaders to know their stuff out in the woods. They could be put in the position of leadership in a life and death situation out in the wilderness and we make sure they are prepared.
After all, "Be Prepared" is our motto.

Therefore, our scouts advance through testing. Their book has signatures for each requirement and we make sure they are well versed in what is signed off. No one is handed a rank without the proper knowledge.

Another reason for this is our youth led program. Our boys take an active role in helping us teach. Since we need our older scouts to be sure they know what they are teaching, we make sure they know by our testing at the Board of Review. We therefore have no scouts that don't deserve their rank.
